NASUAD HCBS Conference 2018

Beacon is the largest specialty mental health company in the U.S., serving 40 million people across all 50 states. We are a mission-driven organization that is committed to ensuring that the individuals we serve on behalf of our clients are able to live their lives to the fullest potential.

We are singularly focused on behavioral health services including support for addiction, anxiety, depression, and substance use disorders, which are especially important for persons with complex needs, like older adults and individuals with disabilities. We have extensive experience working with state agencies, counties and Essential Community Providers to develop customized programs that meet the behavioral health needs of their Medicaid beneficiaries.

For example, in Arkansas, Beacon is part of a Provider-led Arkansas Shared Savings Entity, known as Empower Healthcare Solutions (Empower), that addresses the health care needs of Medicaid beneficiaries with complex behavioral health and intellectual and developmental disabilities (IDD) service needs. Under the Empower model of care, we help ensure individuals with IDD receive the right care, in the right setting, at the right time to improve health outcomes and manage total health care costs. We conduct comprehensive data analysis to identify all of the individual’s treating providers and include their input when developing the individuals’ person-centered care plan.

Functioning much like a health home, Empower’s Care Coordinators are the single point of contact across all the individual’s service providers, including medical, pharmacy, behavioral health, intellectual and developmental disability, and long-term support services. These Care Coordinators monitor integrated service delivery through regular contacts with the individual and ongoing communication with his or her providers, establishing linkages to family service agencies, community services organizations, the court system, schools, and other appropriate resources.

We also support Georgia’s public, integrated behavioral health and IDD services system as part of the Georgia Collaborative Administrative Services Organization (the Collaborative). Working with the Georgia Department of Behavioral Health and Development Disabilities network of more than 600 providers, the Collaborative supports person-centered, whole-health, culturally sensitive supports and services to children, adolescents and adults. It is comprised of three partner companies: The Georgia Crisis and Access Line (GCAL), Beacon Health Options (Beacon), and Delmarva Foundation.

Beacon was recently invited to negotiate a contract with a public Michigan Prepaid Inpatient Health Plan, Lakeshore Regional Entity (LRE), to provide administrative service functions for the organization. The LRE service population is comprised of approximately 257,000 individuals with mental illness, developmental disabilities, or substance use disorders who reside in the seven West Michigan counties. LRE members include five Community Mental Health Services Programs (CMHSPs) who are Essential Community. Together, we are implementing best-in-class managed care systems and services to enhance the public safety net system.

Through these programs and others, Beacon combines tailor-made solutions at the local level with a true understanding of IDD populations and the challenges they face in gaining long-term independence. We believe these individuals are best served in the least restrictive setting possible – preferably in their own homes and communities. Beacon makes this possible through a clinical approach that identifies and assesses the individuals’ behavioral health needs, strengths, and environmental setting. We treat members at the point of care where they are comfortable by applying a person-centered approach that incorporates shared decision-making, care integration, self-management, and wellness.
